What is a Good Conduct Certificate?
If you lived in Kuwait for at least six months during the last ten years, you may need a Good Conduct Certificate. In effect, you are requesting confirmation that you were not arrested or incarcerated while living in Kuwait.
How do you apply for your Good Conduct Certificate?
According to the information provided by the Embassy of Kuwait, you must submit the following documents to the appropriate department in Kuwait in order to get your Good Conduct Certificate.
- Fingerprint form with all ten fingerprints, authenticated and legalized
- Two colour passport size photos
- A photocopy of your passport
- Application for Good Conduct Certificate (available here: http://kuwaitembassy.ca/#)
- Power of Attorney (if applicable), notarized, authenticated and legalized
These documents must be prepared and then submitted in person to the Ministry of the Interior in Kuwait. If you cannot submit the application in person, you may use a representative in Kuwait. If you are using a representative, you will also need to prepare a Power of Attorney. The application is submitted here:

The Embassy of Kuwait also stated that if you do not have a representative in Kuwait, you may be able to prepare an affidavit attesting to the fact that you are unable to obtain a Good Conduct Certificate. The Embassy of Kuwait does not provide assistance with obtaining a Good Conduct Certificate.
What are the requirements for the authentication and legalization of your Fingerprint form?
You can get a fingerprint form at a local Canadian police detachment. The fingerprint form must be notarized before going through the authentication and legalization process.
The next step is to have your fingerprint form authenticated by Global Affairs Canada in Ottawa. Once your form has been authenticated, it is then submitted to the Embassy of Kuwait for legalization.
