You must follow one of these two main procedures:
1. Exporting under a Free Trade Agreement:
- The Process: You self-certify the goods yourself.
- How to Issue It: You simply integrate a “Certification of Origin” statement directly onto your commercial invoice or any other shipping document.
- Required Data: Under CUSMA Chapter 5 guidelines, your statement must clearly state nine minimum data elements, including the identity of the certifier, the exporter, the producer, the importer, the HS tariff classification, and the specific origin criteria met.
2. Exporting to Non-FTA Countries (General Trade):
If you are exporting to a country with no active trade agreement with Canada, or if foreign customs or a financial letter of credit specifically mandates a “Chamber Certified” document, you must get it validated by a board of trade.
To get your certificate of origin, you can download an official template, use your shipping carrier’s online tool, or create your own document containing required customs details. The commercial invoice can also be certified by a board of trade or chamber of commerce.
- The Process: This document is formally processed through the Canadian Chamber of Commerce.
- How to Issue It: Register online using the Canadian Chamber of Commerce TradeCert Portal.
- Requirements: You must submit a signed Letter of Waiver accompanied by proof of your Canadian business registration. If you manufactured the items yourself, you will also need to attach a Manufacturer’s Declaration as underlying proof of origin.
