Attestation is a term used in some countries to describe the process of having a document from one country certified so that it will be officially recognized in another country. The official term for the equivalent Canadian process is called document authentication and legalization. Regardless of the terminology used, the process for a Canadian document will involve authentication at Global Affairs Canada and legalization at the embassy or consulate of the destination country.

If you have Canadian documents that need to be officially recognized in Libya, they will need to go through a process known as attestation. In Canada, the attestation process is more commonly referred to as document “authentication and legalization”.
To have documents attested, or legalized, with the Embassy of Libya, you will first need to have these documents authenticated with the appropriate authentication authority in Canada. The origins of your documents will determine whether they need to be authenticated provincially or federally.
Once your documents have been authenticated, they can be submitted to the Embassy of Libya, along with any required supporting documents. The types of supporting documents required will depend on the type of documents you are processing.

There are special requirements when attesting (legalizing) commercial documents at the Embassy of Libya. If the documents are associated with a new business (or a business new to the Embassy of Libya) they require the following two letters be supplied along with the documents for legalization:
- A letter stating the purpose, scope and type of work being done in Libya. This letter must be translated, notarized by a Canadian Notary Public, and authenticated.
- A letter from the company stating that no business will be done in or with Israel. This letter must be translated, notarized by a Canadian Notary Public, and authenticated.
If the documents being legalized are connected to an existing company already doing business in Libya, you must provide proof of this existing business.
Embassy requirements and supporting documents change regularly. Therefore, we suggest you contact the Embassy of Libya or our office before commencing the process, to verify the current requirements. The Embassy of Libya typically takes 3 – 5 days on average to attest (legalize) documents, assuming that all is in order when they are submitted. If your documents are not prepared correctly when you submit them, the process will be delayed as you may need to start over. In addition, if the necessary supporting documents have not been submitted, your documents will be rejected.
For example, if attempting to legalize a Certificate of Origin, you must also submit a certified Arabic translation of this document for the embassy, which they will keep.
We can assist you with all stages of the Canadian attestation (authentication and legalization) process, ensuring your documents meet the criteria of the appropriate authentication authority and the Embassy of Libya. The Authentication & Legalization Process
To have a Canadian document recognized abroad, it must go through the apostille process—also known as authentication and legalization. This allows acceptance in countries that follow the Apostille Convention. For such destinations, the Canadian Apostille process applies and involves the following three steps.
Document Preparation
Preparing your document for the document authentication and legalization process can involve multiple steps including notarization, translation, and more.
Document Authentication
The document authentication process is the first step of the process to have your document officially recognized in another country that is not a signatory to the Hague Apostille Convention.
Document Legalization
The document legalization process is the last step of the process and involves having your document legalized by the embassy or consulate of the destination country.
