Authentication or apostille then happens at Global Affairs or a provincial authority. The final step of legalization is done by the relevant embassy or diplomatic mission for documents destined for non-apostille countries. Note that in Canada the terms “apostille” and “attestation” are also used to refer to the authentication and legalization process.
