The short answer is no. However, in this process there can be exceptions. You should contact the person or authority who has requested the Manufacturer’s Declaration to ask them if they would accept a copy, or of they require the original. You must also check with the embassy or consulate of the destination country (if applicable). Not all diplomatic missions will accept copies of documents.
